Marx Mad Hatter Cake Topper

This is a true oddity. It is clearly some sort of cake topper, but was it a licensed item or did some energetic bakery owner make it themselves? The figure is the size of a 'king, but the paint job is a little off, the jacket color is wrong (or missing?)

Whatever it is, one more for the shelf!
